  4.     Love him or hate him, President Carlos Saul Menem is never
  5. dull. Since taking office in 1989, he has been embroiled in
  6. enough scandals to sink a boatload of American politicians.

  8.     Eyebrows went up when he accepted a $100,000 Ferrari
  9. Testarossa from Italian businessmen, then balked at suggestions
  10. that the gift was improper. Bowing to public pressure, Menem has
  11. auctioned off the red roadster and donated the proceeds to
  12. charity.

  14.     Then a close presidential adviser took a leave of absence
  15. after it was disclosed that he owned a company that distributed
  16. powdered milk in a state welfare program. Conflict of interest?
  17. Yes. But read on: the milk contained dangerous levels of
  18. bacteria and was reported to be radioactive.

  20.     Nevertheless, Menem's Teflon presidency appears unchipped.
  21. An opinion poll this month gave him a 45% approval rating, up
  22. 14 points from last April, largely based on his success at
  23. taming the country's hyperinflation.
